No. Article 110 allows a non-priority vehicle to use the horn to announce intended overtaking outside built-up areas. Within a built-up area, brief light flashes may be used without dazzling, under article 109. This does not ban every horn use during a manoeuvre: it may be used to prevent a possible accident or in other authorised cases. Unjustified or excessive use is prohibited.
