Correct answer
Have a self-balancing system.
It must have a self-balancing system, under Annex XXI of the General Vehicle Regulations. This is a seating condition within the definition; it alone does not authorise road use. Other applicable technical and administrative requirements must also be met, and use is limited to permitted roads. Adding a saddle to a non-self-balancing scooter does not make it a valid VMP. Self-balancing does not guarantee freedom from falls.
Legal basis: annex XXI RGV
