To overtake. Under Article 83.2, one lane moving faster than another is not considered overtaking in this situation. Lane changes are only allowed to prepare a turn, leave the carriageway or take a particular direction, while observing safety and signalling requirements. Merely having busy traffic is not enough to establish this special situation.
