So that time in the vehicle remains below one hour in each direction. Article 11 permits reaching that maximum duration only in duly justified exceptional cases. It does not set a general half-hour maximum or require a fifteen-minute break after it. This rule concerns transport between home and school; the driver’s driving-time and rest rules must also be observed.
