It is the warning from a non-priority vehicle exceptionally performing an urgent service: facilitate its passage safely. Article 70 covers particularly serious circumstances with no other means available. Its driver must still obey traffic rules, especially at junctions; these warnings do not confer all the privileges of a priority vehicle.
