A vertically raised arm requires all road users approaching the officer to stop, not only those approaching from the front, except anyone unable to stop with sufficient safety. At a junction, drivers who have already entered it are exempt from this stop instruction. Stop before entering the junction; elsewhere stop at the nearest stop line or, without one, immediately before the officer, following instructions.
