Abnormally reduced speed. Article 49 sets a general 60 km/h minimum on motorways and dual carriageways and, on other roads, half the vehicle category’s generic maximum for that road. Exceptions apply when traffic, vehicle or road conditions prevent a higher speed without risk and in other prescribed cases. Driving slowly for safety is not automatically an offence.
