Motor vehicles used for hire with a driver must be equipped with passenger-compartment lighting under article 16.1 of the General Vehicle Regulations, as must public passenger-service vehicles. This is an equipment requirement, not a duty to leave that light permanently on. It must not dazzle or cause a nuisance. Article 17 allows interior lighting in specified special vehicles, but it is incorrect to say that it is optional on every agricultural trailer: the vehicle category and device must be authorised.
