Yes. Drivers of heavy or large vehicles, or those subject to a specific speed limit, must slow down or move to a practicable shoulder as soon as possible when opposing traffic density, carriageway width, profile or condition prevents easy, safe overtaking. These circumstances need not all occur together. Entering an unusable shoulder or leaving the road dangerously is not required.
