It lets a following vehicle overtake safely. Paragraph 3 exceptions are built-up areas, overtaking prohibited, more than one lane in the same direction and saturated traffic preventing overtaking. Always also leave enough room to stop without a collision; more than 50 metres may be needed. Tunnels have a specific rule.
