Act promptly and calmly using PAS: protect, alert and assist. Stop somewhere safe without obstructing emergency access, protect yourself and avoid creating further risks. Call 112 with the location and what you observe, and help within your knowledge while following the operator’s instructions. Staying calm does not mean delaying the call or vital assistance. The duty to help depends on circumstances: a witness need not stop if their help is clearly unnecessary or the authorities or their officers are already present.
