To those approaching the officer from any direction. Annex I, section 1.1.a, excepts drivers unable to stop with sufficient safety and, when the signal is made at a junction, those already inside it. Stop at the nearest stop line or, if none, immediately before the officer; at a junction, stop before entering. It is not limited to those approaching from behind.
