Correct answer
40 kilometres per hour.
40 km/h: on roads other than motorways and dual carriageways, the general minimum is half the vehicle category’s general limit. It does not require maintaining that speed when traffic, vehicle or road conditions prevent doing so safely; Article 49(2) provides these and other exceptions. Never accelerate to meet a minimum at the expense of safety. On motorways and dual carriageways the general motor-vehicle minimum is 60 km/h, subject to regulatory exceptions.
