On a road within a built-up area, are you allowed to double-park in order to unload the lorry you are driving?

No. Article 94(2)(g) prohibits double-parking, and unloading does not remove that prohibition. Article 16 requires loading and unloading off the road; only when doing so on the road is unavoidable is it allowed without danger or serious disruption, subject to stopping and parking rules and municipal rules on locations and times. Where possible, use the side nearest the carriageway edge, with sufficient means for prompt operation and avoiding nuisance. This is not an unconditional requirement always to use the pavement side.
