Yes. Missing an exit does not permit reversing: continue to a later exit. The general prohibition is in Article 80(3). Exceptional powers for priority vehicles on urgent duty under Article 68, subject to its safety conditions, do not authorise an ordinary driver to perform that manoeuvre.
