Carrying pupils from a special education centre requires an escort qualified to care for their needs. Article 8 also requires an escort for this service when specified in its authorisation and, if performed by bus, when at least 50% of passengers are under 12. One third being under 12 is not sufficient by itself. The rule also covers other transport services within Article 1; it does not require an escort for every discretionary passenger service.
