If the vehicle cannot reach the minimum speed and there is a risk of a rear-end collision, Article 49.3 requires hazard warning lights. Hazards do not authorise continuing to the destination. If the bus can no longer travel safely, follow the immobilisation procedure; do not voluntarily stop on the left side of the carriageway. Ordinary traffic congestion is a different situation.
