When the clutch pedal is not pressed.
With the pedal fully released, the clutch couples the engine to the gearbox. Pressing it fully disengages them; part travel can involve partial coupling and slip. Driving the wheels also requires a gear to be selected and a functioning transmission: releasing the pedal in neutral does not make the engine drive the wheels.
