Correct answer
the registration certificate.
The registration document must authorise carriage of a passenger. On a two-wheel moped, the passenger must also use the seat behind the rider, sit astride with feet on the footrests and wear an approved helmet. Normally the passenger must be over twelve; exceptionally, over-seven-year-olds may travel when the rider is their parent, guardian or an adult authorised by them and the remaining conditions are met.
