Correct answer
No; a passenger may be carried if all applicable requirements are met.
Current rules do not impose that general prohibition based on the AM holder’s age. A passenger may be carried if the vehicle is authorised and all conditions on passenger carriage, age, seating position and required protection are met, along with any licence restrictions. AM can be obtained from age 15. For mopeds, RD 518/2026 allows certified helmets to continue being used for one year from 1 October 2026. Holding AM does not remove the other requirements.
