Correct answer
Stop and park.
Both stopping and parking are prohibited. The upper R-307 prohibits both; the lower R-308 prohibits parking and does not authorise a stop already prohibited by the other sign. If instructions of the same type appear contradictory, the more restrictive one prevails. The prohibition applies on the signed side, within the indicated scope and, unless otherwise indicated, to the next junction in the direction of travel.
