On all road types, including urban and interurban roads. Article 118.1.a requires a helmet approved under UNECE Regulation R22 and properly fastened. The article’s exemption requires a protective structure, seat belts and confirmation in technical documentation; in that case the belt must be worn. Merely travelling slowly or considering a road low-risk provides no exemption.
