Article 39.4 of the Traffic Act provides for immobilisation or removal in time-limited parking zones without valid authorisation or after exceeding the authorised time, under municipal regulation. A tow truck removes the vehicle from the location and is not the device asked for. The driver’s absence does not itself prevent the measure. Not every parking violation automatically authorises a wheel clamp.
