They temporarily prohibit vehicles from passing. Stop and wait until passage is permitted and safe. Annex I, section 4.2.b, gives this meaning to one flashing red light or two alternately flashing red lights. They are also used in other regulated situations, including movable bridges, ferry pontoons, fire-service vehicle exits or an aircraft approaching at low altitude. They do not mean the same as flashing amber.
