The picture shows R-304, which prohibits a U-turn. It is not a reversing prohibition or, by itself, a ban on turning left. Those other manoeuvres remain subject to their own applicable rules and signs; R-304 does not mean that they are always permitted. It does not itself impose a continuing ban until an end sign.
