Correct answer
When it has a self-protective structure and seat belts documented on the inspection card, and the belt is worn.
The exception requires a self-protective structure, seat belts and documentation on the technical inspection card together. In that case, driver and passenger must wear the belt on every road. A structure or belt alone is insufficient, as is riding slowly in town. Otherwise wear an approved, properly fastened helmet; current Article 118 also regulates the other protective equipment.
