No. Article 57.1.c gives priority to vehicles already on the roundabout’s circulatory roadway over those entering. The ordinary right-hand priority rule does not override that provision. Priority does not authorise causing a collision: remain attentive and prevent danger. Officer instructions, signs and priority vehicles on emergency service may change duties; the question excludes those cases.
