What it means
The S-940 sign informs of speed limitations in Spain. It presents a general reference of limits applicable by road or vehicle type, but it does not replace the specific signs on the stretch or allow you to ignore traffic, visibility, or surface conditions. It usually appears at entries into the country, information areas, border points, or places where it is useful to remind drivers of the general framework. When you see it, use it as guidance and continue obeying the specific limits you find later. In the test they often ask that it is a summary information sign, not an isolated vertical sign that by itself imposes all limits on the route.
