Yes, on both types of road. Article 118 exempts occupants from a helmet, gloves and closed footwear when the self-protection structure, seat belts and their entry in technical documentation are all present, but requires use of the belt. A structure alone or belts alone do not establish that exemption. The belt obligation does not depend on exceeding a particular speed.
