When travelling below the applicable regulatory minimum. Being slower than other drivers alone does not breach it. Article 49 sets 60 km/h for motor vehicles on motorways and dual carriageways and, on other roads, half the general maximum for the vehicle category. Travel below it is allowed in justified cases, such as traffic, vehicle or road conditions preventing a higher speed without risk, special vehicles, special transport or protection and escort duties. Never increase to an unsafe speed merely to reach the minimum.
