What it means
The S-9 sign indicates an advised speed range. It recommends travelling within the displayed range, provided road, traffic, and vehicle conditions allow it, without turning that range into a rigid obligation by itself. It usually appears on stretches where too low or too high a speed may worsen flow, safety, or adaptation to the layout. When you see it, adjust your speed progressively and pay attention to any regulatory sign that takes precedence. In the test they often ask that it is range advice, not a mandatory minimum or maximum speed.
