What it means
The P-31 sign warns of congestion. It means that ahead you may find queues, slow traffic, or stopped vehicles due to traffic accumulation, so you must anticipate reducing speed and avoid getting too close to the vehicle in front. It usually appears before urban accesses, links, roadworks areas, tolls, tunnels, or stretches where queues easily form. When you see it, look ahead, increase following distance, and be ready to stop progressively if traffic compresses. In the test they often check that you identify it as a danger from queuing traffic, not as an overtaking ban or as a sign that congestion has already ended.
