What it means
The R-103 sign prohibits entry to motor vehicles except two-wheeled motorcycles. It applies to cars, lorries, buses, and other motor vehicles included in the prohibition, but excludes two-wheeled motorcycles as the name of the sign states. It is usually placed at accesses to roads, streets, or areas where motor traffic is to be limited without excluding that type of motorcycle. When you see it, you must not enter if you are driving an affected vehicle, even if the street appears clear. In the test they often focus on the exception: it is not enough to answer that it bans all motor vehicles.
