What it means
The R-109 sign prohibits entry to vehicles carrying explosive or flammable goods. It is a prohibition aimed at the type of load, not at the vehicle because of its size or because it carries goods in general, so you must consider the nature of the transport. It usually appears in tunnels, through roads, urban areas, sensitive passages, or routes where that risk is not allowed. When you see it, an affected vehicle must find a permitted route and not continue for convenience. In the test it is often confused with the ban on dangerous goods in general, so focus on explosive or flammable goods.
