What it means
The S-21 sign informs of passability on a mountain stretch or pass. It summarises the road status and the conditions that may affect traffic, especially when there is snow, ice, restrictions, or a need for equipment. It usually appears before mountain passes, mountain roads, accesses to resorts, or points where the driver must decide whether to continue. When you see it, read the whole panel, check whether your vehicle is authorised, and be ready to obey chains, diversions, or closures if indicated. In the test they often ask that it is passability information, not unconditional authorisation to pass.
