What it means
The R-115 sign prohibits entry to handcarts. It is aimed at that type of vehicle or manually pushed item, and it should not be interpreted as a general ban on pedestrians or on all slow vehicles. It is usually placed at accesses where the presence of handcarts would be incompatible with safety, traffic flow, or the intended use of the road. When it appears, anyone carrying a handcart must choose another permitted route and not enter the signed carriageway. In the test they often ask which specific user is affected, so you should not extend the prohibition beyond the official name.
