What it means
The S-821 sign indicates extension of the prohibition to one side. It is a supplementary panel specifying toward which side from the signed point a main prohibition continues or applies, so you must always read it together with the sign above. It is usually placed below parking, stopping, or other prohibition signs when their lateral scope must be delimited. When you see it, identify the prohibition first and then check the indicated side before deciding whether you may stop, park, or perform the affected behaviour. In the test they often expect you not to treat the panel as an independent sign or ignore the arrow.
